Why are non-menstruators making such important decisions about reproductive health in seemingly progressive societies like the United States?

Key word: “seemingly”. The U.S., and other apparently progressive societies are still on a path towards progress. We’ve just cracked the tip of the iceberg and have a ways to go. Menstruators are only just entering the rooms where these big decisions are being made!
Non-menstruators have been making decisions about reproductive health in societies that we feel are more progressive because this is based on how these decisions have been made historically. Not too long ago, there weren't menstruators in the rooms in which these decisions were made. In addition, it wasn't all that long ago that menstruators weren't able to vote. Our society is not as progressive as we would like to think it is and that is why we are still dealing with antiquated laws and attitudes towards reproductive health in our government.
